A man in Pekin says the city is partially to blame for flooding at his house on 2nd and Charlotte Street.
Michael Gianessi says that his foundation is caving in because of Tuesday's flash flooding.
He says that he has owned this property since December, and this isn't the first time he's had flooding problems.
He says the storm drain there is inadequate for this area.
"I mean it's the city's fault, but they're not fixing the true problem. It was a storm sewer, it was their water. And the sewer water, human waste, this is actually human waste under my house right now," claims Gianessi.
He adds that the City Inspector did come out to assess the damage. He says he plans to take legal action on the city if they don't fix the storm drain.
We reached out to the city inspections department to ask questions, but haven't yet heard back.
