Domestic violence incident escalated into a shooting

A husband and wife incident escalated into a shooting Sunday night.

It happened in Peoria. 

25 News spoke with Peoria police Tuesday to try and clear up what happened.

When officers arrived on scene they found a woman, identified as Latwila Russell, shot in the leg. 

It happened on East Tripp Avenue after 8:30 PM.

Police believe Russell's husband, 41-year-old Andre Givens, shot her. 

He was arrested for aggravated domestic battery.

The gun was registered to him and he did have a concealed-carry permit.

Lieutenant Mike Boland told 25 News Russell is in stable but serious condition. 

Givens is claiming self-defense and had a notice to appear in court Tuesday but no felony charges. 

Lieutenant Boland said what is unique about this case is that while domestic violence is prevalent, it rarely escalates to near fatal consequences as in this case. 

Lieutenant Boland also said they are working with a domestic violence advocate to assist in this investigation and are using resources from the Family Justice Center to help sort out what happened.
