In a brief statement, Pekin Police Chief John Dossey said the department has been investigating the incident since Monday. Because Dragon Dumps owner Drew Vice is also a Pekin Fire Department firefighter, Dossey said it is appropriate for any criminal charging decisions to be made by Tazewell County State's Attorney Stewart Umholtz's office. Police say the investigation is now complete, and has been sent for further review.
Vice said he dumped the garbage in the driveway of Ed Tarpley in the 900 block of N. 12th Monday because his son Chad's siding company has several outstanding invoices with his company, some dating back months, and has received little communication on the issue. Chad Tarpley said he has been in communication with Vice and is working on making payments as soon as he can.
Pekin city ordinances call for the trash to be removed from the property on N. 12th within seven days.
