Thousands of dollars in city fines along with complaints from area residents are not stopping a Bloomington man from restoring his vehicles.
As News 25' s Syreeta Baker reports...council members, neighbors and the person accused of trashing the neighborhood are speaking out.

If you're traveling down Seminary Street in Bloomington you're bound to to see this.
To the Kemps this is a big part of the piles of trash their neighbor collects.
"I don't like it. It's unsightly."
"When you have 14 cars and a boat that I know of and more that's a problem."

But Kevin Wilburn says the only problem is his love of restoring vehicles is misunderstood.
"I hear people say they are junk.
They're not junk you can make something out of them you can recycle cars."

Alderman Steven Purcell says if Bloomington adopts a similar ordinance like the one in Pekin this so called junkyard would be a non -issue.
"Pekin has a hearing officer that can deal more quickly and more cost effectively and in a shorter time frame to get people to comply."

Kevin Wilburn says he doesn't feel he's breaking any laws.
And that he is being unfairly targeted.
"They don't understand it's my hobby I don't run the streets I stay home and I have things to show for where my money goes."

What Wilburn is showing for his money in the yard is exactly what the Kemp's don't want to see.
"But it's here and I guess I'll do what I can do to get rid of it," says Rodger Kemp.
City Attorney Hanna Eisner says the city is scheduled to go to Court on May 21st to have some of Wilburn's vehicles removed from the property.

I had, yes had, the same complaints in Pekin. Either you move 'em or lose 'em. Even in the country I had to move them inside the barn!
