E.L.I.T.E., a group originally formed to help high school students find summer employment, is expanding its role in the community by promising parents a safe place for their kids to party. This newest place to party is a program recognized by Peoria's police chief.

17–year–old Jessica Harris hopes the options of fun on her weekend nights will expand beyond sitting around and watching TV with her family and friends.

Carl Cannon's E.L.I.T.E. Youth group announced its plans of a certification program that will help provide teens like Harris with a safe place to party.

"Nothing is 100 percent but what we can control we are going to control so if its obvious to us we are going to address it," said Cannon.

"What I'm hoping is what Carl's' program will do is change that trend so that we can have these event where we can get kids together and we can let them have fun and socialize and meet new kids they didn't know before but not have any of the violence associated with them," said Police Chief Steven Settingsgaard.

Jessica Harris' father's main concern with teen parties is the possible outbreaks of fights and alcohol but he feels ELITE can keep his daughter safe.

"Since this came along I think this is gives them the right way and respectful way to go about doing things, said Lee Harris.

But Jessica Harris worries that some of her peers might give organizers some trouble.

"They're going to test you when they go but he says if they don't abide by the rules they are going to have to go," said Jessica Harris.

"My recommendation to those who want to operate outside the boundaries and outside the lines this is not a venue for you," said Cannon.

That venue is the Peoria Riveplex gym, where teens and music are expected to fill this floor from eight to midnight. ELITE's first test for a safe teen party comes on March 29th.

ELITE plans to have a Metal detector and uniformed police officers on hand for the teen party.
